Everyone who works in the emergency services – be it the fire brigade, the ambulance service, or the police, uniformed or undercover – is faced with ever more challenging and complex requirements. The same goes for private security firms. To do their duty effectively in this demanding environment, these groups need vehicles they can trust in absolutely. They must combine dynamic performance with flexibility, reliability and low running costs. And they must be able to handle the contrasting demands of everyday driving and emergency situations. For over 50 years now, BMW has been working with government authorities around the world to develop vehicles that meet the highest standards and are suited to all kinds of missions. Intelligent innovations help make the vital work of the emergency services easier when they are in action. And the multi-award-winning BMW EfficientDynamics programme of technologies ensures that using BMW Authority Vehicles is both financially prudent and environmentally sustainable. Read on to find out more about what BMW has to offer. And rest assured – we’re always ready for action. The BMW Authority Vehicles team BMW Authority Vehicles Foreword 05 EVEN GUARDIAN ANGELS CAN’T BE EVERYWHERE. BUT IT’S SAFE TO ASSUME THEY’RE NEVER FAR AWAY. When lives are in the balance, every second counts. But increasing traffic volumes and inattentive drivers increase the dangers for the emergency services as they try to reach the scene. Those who are prepared to risk their own lives for others must be able to trust their vehicle completely. And with BMW, they can do just that. The incorporation of active and passive safety technologies minimizes the risk to the emergency services in any circumstances, so they can focus on getting the job done. THE BMW SAFETY ADVANTAGE GUARANTEED ORIGINAL EQUIPMENT MANUFACTURER QUALITY. Only BMW offers Authority Vehicles with a manufacturer’s warranty that covers all the special equipment for official use. To ensure the same high levels of safety as with its standard models, BMW subjects its Authority Vehicles to a punishing series of tests once all the modifications have been incorporated. This programme goes far beyond statutory minimum requirements, with crash/sled and roll/roof strength testing to ensure the vehicles can fulfil their intended function in any conditions. The Condition Based Service system and the availability of Original BMW Parts for all official-use special equipment minimize downtime while maximizing performance and cost-effectiveness for all BMW Authority Vehicles. Crash/sled testing with official-use equipment fitted Roll/roof strength testing with roof bar fitted Passive safety systems compatible with official-use equipment Dr Florian Hoffmann, paediatric emergency doctor, Munich: “Our ambulances do around 45,000 kilometres a year, and emergency response driving accounts for 20,000 kilometres of this. So it’s a real comfort to have a vehicle we can rely on, like our BMW. Thanks to its manoeuvrability and instant responses, we can weave through city traffic without difficulty.” Condition Based Service: shows what maintenance is required based on current condition of vehicle Guaranteed availability of Original BMW Parts includes official-use equipment Long-term warranty also applies to special equipment BMW ConnectedDrive 06 BMW Authority Vehicles Maximum safety 07 MAXIMUM PERFORMANCE, MINIMUM FUEL CONSUMPTION. THANKS TO BMW EFFICIENT DYNAMICS. When time is of the essence, it’s obviously vital that BMW Authority Vehicles can deliver outstanding performance. At the same time, the emergency services have a duty to use public money responsibly, and so fuel economy is an important consideration too. A SOUND INVESTMENT #.8&GGJDJFOU%ZOBNJDT -FTTFNJTTJPOT.PSFESJWJOHQMFBTVSF THE BENEFITS ALL ADD UP WITH BMW. BMW Authority Vehicles don’t just deliver outstanding performance, they are also extremely economical to operate. Low fuel consumption, long service life, minimal running costs and high resale values all combine to ensure that in the long term, an investment in BMW Authority Vehicles pays off any way you look at it. Low maintenance requirements. Condition Based Service extends maintenance intervals to reflect the vehicle’s actual needs, meaning that every BMW Authority Vehicle gets exactly the servicing it requires – nothing more, nothing less. Reduced running costs. Original BMW Service, Original BMW Parts and a long-term BMW warranty covering all official-use equipment reduce the cost of running the vehicle and help to maintain higher resale values. Unrivalled fuel economy. The BMW EfficientDynamics technology TwinPower Turbo with High Precision Injection in petrol engines and CommonRail technology in diesel engines or the Automatic Start Stop function minimize fuel consumption and reduce emissions. Thanks to its BMW EfficientDynamics programme, BMW is able to offer Authority Vehicles equipped with an array of technologies to reduce fuel consumption and emissions, while simultaneously increasing performance. www.bmw.com/EfficientDynamics Rudolf Pfeil, chief fire officer at Munich airport : “The International Civil Aviation Organization requires us to be able to reach any location in the airport within 180 seconds – which makes speed and handling crucial. And if the vehicles are economical to run too, so much the better.” BMW Authority Vehicles Maximum safety 07 08 Automatic Start Stop function. Whenever the vehicle is stationary – for example, at a red light – the Automatic Start Stop function switches the engine off until it is needed again, thereby saving fuel. A symbol displayed in the rev counter indicates that the function is active. BMW EfficientLightweight. The use of lightweight materials significantly reduces the vehicle’s total weight, increasing fuel efficiency. The low weight of the chassis makes for exceptional roadholding, and a safer and more comfortable drive. Our engineers use aluminium wherever it makes sense to do so. TwinPower Turbo petrol engines with High Precision Injection. This state-of-the-art fuel injection system is based on Piezo injectors located immediately adjacent to the spark plugs. These introduce the fuel into the cylinder with maximum precision at very high pressure, for more efficient combustion. TwinPower Turbo diesel engines with CommonRail Technology. Third-generation CommonRail Technology controls the amount of fuel injected into the combustion chamber more precisely than ever before, resulting in significantly lower fuel consumption and emissions, and increased performance and refinement. BMW Authority Vehicles Exemplary cost-efficiency 09 #.8&GGJDJFOU%ZOBNJDT -FTTFNJTTJPOT.PSFESJWJOHQMFBTVSF PEOPLE RELY ON THEIR EXPERIENCE. AND OUR INNOVATIONS. THE BMW TECHNOLOGICAL EDGE ALWAYS AHEAD OF THE TIMES. The history of BMW Authority Vehicles dates back to 1955, when the legendary BMW 501 and BMW 502 went into service with the Munich police force. These vehicles set new standards of operational practicality – the V8 versions produced 95 horsepower and had a top speed of 160 km/h, both extremely impressive figures for the time. Ever since, BMW has constantly worked in partnership with authorities around the world to push back the boundaries of what is technically possible. BMW CONNECTED DRIVE INNOVATIONS BMW has been setting the technological standards in Authority Vehicles for over 50 years. To give just one recent example, the introduction of BMW ConnectedDrive has revolutionized what is possible with integrated online services. For instance, it is now possible to find addresses on the Internet (with Google Maps) and transfer these directly to a navigation system as destinations. The vital seconds that this saves the emergency services could be the difference between the success and failure of their mission. Jens Hundhammer, unmarked police car driver: “In emergency-response driving, you’re 15 times more likely to have an accident. Many drivers are more unpredictable, especially when we’re in an unmarked car and suddenly switch our blue lights on. That’s why it’s crucial we have a vehicle with equipment we can depend on in any situation.” Google™ services. The Google services Panoramio, Street View and online search from BMW ConnectedDrive make sure that you don’t lack any information when you’re on the move. Are you keen to see what your selected destination looks like? Then use BMW Online applications and view images or panorama photos of your destination down to individual street level. The online search under BMW Online lets you search for destinations by free text search or by categories. To operate this, you can either use the iDrive Controller or the very convenient voice control function. 10 Intelligent emergency call. Also featured is an intelligent emergency call feature which automatically contacts the next rescue centre via the BMW call centre. There is no need for a private mobile phone. This function sends information on the current vehicle location as well as the severity of the accident. Naturally, it is also possible to trigger the intelligent emergency call manually. This service is available in Germany, the UK, Italy, France, Austria, the US, Canada and the Middle East. BMW Head-Up Display. The full-colour BMW Head-Up display projects all driving-relevant data into the driver‘s field of vision so he can concentrate optimally on the road. Included here are the current speed, navigation instructions, speed limits, overtaking bans plus phone and entertainment directories. So connected, you‘re free. DEDICATED INNOVATIONS FOR BMW AUTHORITY VEHICLES iDrive. Standard and signalling functions in BMW Authority Vehicles can be easily controlled via the intuitive iDrive system. The control unit for this is ergonomically located in the centre console. BMW Authority Vehicles Exemplary cost-efficiency 09 BMW Night Vision. In the dark and even at a long distance, BMW Night Vision with Dynamic Light Spot shows up people and larger animals in a thermal image, then spotlights them accurately. Furthermore, in case of an acute warning, a warning signal sounds even without an active thermal image and the brakes are pre-tensed for maximum braking. Signalling system. The factory-fitted signalling system features a roof-mount base that has been specially designed to minimize its effect on handling, ambient noise and fuel consumption. Naturally, it complies with the same strict quality standards as the rest of the vehicle. Car PC as a mobile command post. With Car PC, requests for information are transferred to the central computer system immediately, so agents no longer have to wait for critical data. Built-in MRZ, RFID and SmartCard readers mean ID checks can be carried out easily, at any time. And a thigh strap ensures the device does not pose a safety risk in the event of a crash. Splash protection, a large screen, an illuminated keyboard and an optional touchscreen also ensure optimum ease of use. BMW Authority Vehicles Innovative technology 11 A GLOBAL MANUFACTURER. BUT ONE THAT MEETS LOCAL REQUIREMENTS. The role expected of the emergency services varies greatly from country to country, and sometimes even within countries. The many and various vehicles they use not only look very different, they also need very different equipment. BMW EQUIPMENT OPTIONS READY FOR ANYTHING. BMW Authority Vehicles are in service all over the world. They fulfil different roles and functions in different countries – and BMW always fits them out in a way that is tailored to their intended use. Of course, this means painting them in the correct colours and fitting the right sort of flashing lights and sirens. But it also means ensuring they have the right specifications and specialist equipment. There are, some attributes they all share – dynamic performance, responsiveness and economical running costs. But by working closely together with the authorities in many different countries, BMW is able to ensure that even highly unusual customer requirements can be met. By constantly expanding its knowledge base in this way, BMW is able to ensure its Authority Vehicles continue to set new technological standards. On active service across three continents. BMW Authority Vehicles are deployed in many countries across Europe, Asia and Africa – and all have the exact specifications and equipment required by the organization or agency that uses them. BMW Authority Vehicles Innovative technology 11 12 BMW Authority Vehicles Flexibility of configuration 13 INTEGRATED SOLUTIONS FOR AUTHORITY VEHICLES. UNMISTAKABLY BMW. An interview with Dirk Bukyen, Authority Vehicles product manager Authority vehicles and BMW are a classic combination. In Germany, this goes back to at least the 1960s and the TV show “Funkstreife Isar 12”, where the cops chased the bad guys in that legendary BMW 501 ... Dirk Buyken: Yes, that show about the two Munich police officers achieved a cult following almost as soon as it first aired. And that hasn’t changed – especially not for those with a passion for BMW cars and Authority Vehicles. Which means, of course, I am obliged to watch the show on DVD at regular intervals. (He laughs.) So a lot of experience lies behind BMW Authority Vehicles? Dirk Buyken: That is one of the keys to their success. From the very beginning, BMW had a close relationship with all the agencies that ordered our vehicles. And we have built on this relationship: the experiences of police officers, fire fighters and paramedics have always fed into the development of our Authority Vehicles. This relationship remains as strong as ever today. Every time one of our vehicles goes into action, drivers can feel the benefits of over half a century’s experience. That was around 50 years ago... it marked the beginning of a real success story, didn’t it? Dirk Buyken: Absolutely. The Munich police force didn’t just drive BMW 501s on TV. Officers were using the vehicle as long ago as 1955, as they offered a unique combination of speed, manoeuvrability, responsiveness and, in particular, reliability. Soon after, BMW Authority Vehicles were being driven by highway patrols and by the fire brigade – and before long, they were being used outside Bavaria too. BMW Authority Vehicles Flexibility of configuration 13 14 BMW Authority Vehicles Interview 15 “WHEN IT COMES TO PERFORMANCE AND EFFICIENCY, THERE CAN BE NO COMPROMISES.” 16 Who at BMW is responsible for the development of new Authority Vehicles? I assume the same high quality standards also apply to the production process? Dirk Buyken: You have to understand that our Authority Vehicles are in use 24 hours a day, seven days a week. The police force, ambulance service and fire brigade understandably have very high standards – when it comes to performance, reliability and efficiency, there can be no compromises. To exploit their full potential, development of our Authority Vehicles comes under the remit of our BMW M division. A core team of engineers there works on requirements, while ensuring seamless compatibility with the vehicle as a whole, and especially its safety equipment, standard bodywork and electrical systems. Of course, everything is exhaustively tested to ensure it meets the rigorous standards of our engineers – and as such is worthy to carry the BMW badge. Dirk Buyken: Of course! Here too, we benefit from the specific experience both of the BMW plants in Munich and Dingolfing and of our external partners. What’s more, the collaboration between our development team in Munich and Dingolfing and specialist retrofitters, who BMW has a longstanding and very close working relationship with, has reached a very high standard. Everyone knows exactly what they have to do. “A PERFECT, TAILOR-MADE FIT.” How and where are the various components of Authority Vehicles assembled? It’s no wonder that BMW Authority Vehicles are in demand around the world then ... Dirk Buyken: For the BMW 3 Series and 5 Series, which we produce for our major customers, we make the specific equipment needed for Authority Vehicles somewhere that we can be sure the strictest quality standards already apply: namely, on the regular assembly line. There are also a couple of special workshops available for this purpose. This means that the control units, cabling, signalling system, radio wiring and aerials in BMW 3 Series and 5 Series Authority Vehicles are built in at the factory, for a perfect, tailormade fit. Special requests, and the fitting out of BMW X1, BMW X3 and X5 Authority Vehicle models, is handled by the retrofitters, who have extensive experience of working with BMW. Stringent tests are also undertaken here to ensure BMW quality standards are met. Dirk Buyken: Yes, that’s why traffic offenders in parts of Africa and Asia, as well as in Europe, have trouble getting away from the police – because BMW Authority Vehicles are in use there too! (He laughs.) But seriously, our decades of experience in this sector, our one-stop service, the seamless integration of development, production and sales, the guaranteed BMW quality standards and excellent aftersales service are valued by customers worldwide. One thing is clear: thanks to our integrated solutions, our customers don’t just get a perfect Authority Vehicle – they get a vehicle that’s unmistakably BMW as well. Dirk Buyken has been head of product management for BMW Authority Vehicles since 2010, and he knows the needs of the emergency services inside out. BMW Authority Vehicles Interview 17 VEHICLE RANGE. WHATEVER THE MISSION, WE’VE GOT THE VEHICLE. BMW 3er Series THE DRIVE TO SEE ANY MISSION THROUGH. The BMW 3 Series is an outstandingly agile performer. The main reason for this is its chassis, with the characteristic BMW 50:50 weight distribution and rear-wheel drive layout. Because the drive train cannot interfere with the steering, responses are precise and instantaneous. For enhanced roadholding and traction, xDrive – the intelligent allwheel drive system from BMW – is available as an option on a number of models. Practical functions such as the standard automatic tailgate with separately opening rear window make the BMW 3-class Touring also the perfect patrol car or emergency vehicle. 20 BMW Authority Vehicles BMW 3 Series 21 BMW 5er Series THE PERFECT COMBINATION OF VERSATILITY AND DYNAMIC PERFORMANCE. 22 The BMW 5 Series is still ahead of the game – and the emergency services will benefit more than most from its unique attributes. For example, diesel engines like that found in the BMW 520d set new benchmarks in their class, combining extremely low fuel consumption with instant throttle responses. This is made possible by an array of innovative BMW EfficientDynamics technologies. And the BMW 5 Series also boasts very low maintenance costs to go with its unrivalled fuel efficiency. When concentration and coolness under pressure are required, there’s no better environment to be in than the driver-focused cockpit of the BMW 5 Series. Optional Integral Active Steering improves manoeuvrability and directional stability, while the optional Head-Up Display projects key information into drivers’ field of vision – so they never have to take their eyes off the road. And anyone looking for a vehicle that combines usability and versatility will quickly find the BMW 5 Series, with its various loading options and large carrying capacity (made possible by features such as the 40:20:40 split-folding rear seat), indispensable to their daily work BMW Authority Vehicles BMW 5 Series 23 BMW X1 A TRUE ALLROUNDER CAN HANDLE ANYTHING. The BMW X1. Speed, versatility, responsiveness and the ability to achieve maximum effect with minimal ressources: this is what is required of the emergency services when the pressure is really on. They are also the qualities that distinguish the BMW X1. The BMW TwinPower Turbo four-cylinder in-line petrol and diesel engines combine high performance with outstanding fuel economy. The vehicle has a low centre of gravity with an optimal axle load distribution of almost 50:50. So, whether you choose an sDrive model with rear-wheel drive or an xDrive model, every BMW X1 stands out for supreme agility and manoeuvrability. Its raised seating and 40:20:40 divided rear seat make the BMW X1 ready for any job. 24 BMW Authority Vehicles BMW X1 BMW X3 SEE IT ALL. DO IT ALL. The versatile BMW X3 was made for demanding assignments on any kind of terrain. Innovative technologies such as the BMW xDrive all-wheel drive system fitted as standard1 help to keep the driver in control of any situation. And the interior combines excellent visibility (thanks to its low window line and raised seating position) with maximum flexibility. 1 Standard on BMW X3 and BMW X5 xDrive models. The BMW X3 also sets a positive environmental example. Thanks to its multi-award-winning BMW EfficientDynamics technology, its performance is better than ever, while fuel consumption and emissions have both been further reduced. The eight-speed Steptronic transmission is combined in the BMW X3 for the first time with the Automatic Start Stop function, further enhancing fuel economy without compromising the trademark BMW driving responses. BMW Authority Vehicles BMW X3 25 BMW X5 FREEDOM OF MOVEMENT IN ANY TERRAIN. The BMW X5 is the most spacious of all the BMW Authority Vehicles. Not only does it have a generous amount of room for its occupants, but with its 650-litre luggage compartment, it also has plenty of carrying capacity for their equipment. And the xDrive intelligent all-wheel drive system ensures optimum traction and grip, on and off-road. The sensors in the DSC chassis control system mean xDrive doesn’t just react, it acts in advance of emerging situations. That’s a crucial advantage for patrol cars and emergency vehicles. 26 BMW Authority Vehicles BMW X5 27 BMW Motorrad motorcycles COMPETENCE FOR EVERY SITUATION. BMW Motorrad motorcycles based on a sophisticated concept, meet the toughest demands when it comes to flexibility, agile driving performance, robust technology and dynamic appearance. This is where highly developed safety components (ABS standard) match perfectly with first-class running performance, comfort for long 28 distance rides and extraordinary power potential to create an ideal synthesis especially for the daily work of police and escort duties as well as rescue services. The rider equipments specially developed for authorities complete the global concept of BMW Motorrad. The BMW F 700 GS convinces especially through its agile and dynamic driving performance, no matter whether on-road or off-road. Thanks to its variable ergonomic efficiency and light weight for easy handling is the F 700 GS the ideal police motorcycle for inner-city or for country side. The BMW F 800 GS is a real all-rounder that can handle extreme situations of all kinds. Its effortless power delivery, ergonomic riding position, easy handling and off-roading abilities make it a well-rounded, highly versatile bike that is more than equal to any mission. As such, the BMW F 800 GS is ideal for use by police and paramedic services. With the F 800 GT, BMW Motorrad offers a new police motorcycle in the middle class segment. From a functional point of view, the new fairing in combination with the new higher windshield results in a significant improvement of the wind-and-weather protection. The multiplicity of authority options makes this motorcycle a perfect working place. The BMW R 1200 RT represents the next logical evolutionary step for a design of proven quality. Its many advantages make it the obvious choice for riders whose work places high demands on their equipment in terms of visibility, functionality, performance, comfort and safety. BMW X5 Security. The BMW X5 Security meets protection level VR4 (BRV 2009) and provides ideal protection against street crime with blunt instruments and hand guns up to a .44 calibre Magnum. When it comes to undercover operations and security escort services, unmarked BMW Authority and Security Vehicles are constantly setting new standards. The special requirements that users have of these vehicles are taken into account in the design and development of the standard models, meaning the necessary modifications are more easily made and more effectively integrated. For example, using iDrive to control radio and GPS systems not only improves concealment, it also decreases installation costs (and the cost of deinstallation prior to resale). With a range comprising the BMW X5 Security, the BMW X5 Security Plus and the BMW 7 Series High Security, BMW offers a suitable solution for all kinds of situations where a higher degree of mobile protection is required. www.bmw-security-vehicles.com BMW X5 Security Plus. The BMW X5 Security Plus meets protection level VR6 (BRV 2009) and provides additional protection against the world’s most widespread firearm, the AK-47. BMW 7er High Security. The BMW 7 Series High Security provides additional protection against attacks using armour-piercing munition and explosives. The entire vehicle meets protection level VR7 (BRV 2009). The non-transparent area, and many components of the transparent area as installed, also meet the requirements of the VR9 protection level (BRV 2009). People who bear the greatest responsibilities should be able to count on the corresponding level of protection – without having to sacrifice a unique driving experience. All our development efforts focus on this goal, and virtually every technical component of every car helps to achieve it. But not only does this create a unique driving experience, it is also a crucial asset in terms of safety, which is obviously of great benefit to the emergency services. Because the feeling that you are in control of every situation is key to that unmistakable BMW driving experience. When every second counts, it is vital that you can rely on the performance and responsiveness of the engine right across the rev range. A vehicle’s acceleration can be crucial to whether it reaches an incident in time. Equally as important in critical situations are the precision of the suspension, agile handling, direct and involving feedback, smooth gear changes and outstanding braking performance: and in all these areas, there is no match for a BMW. 190 Torque (Nm) 90 Output (kW) 340 70 300 50 Output (kW) 580 30 260 0 1,000 2,000 3,000 4,000 5,000 Engine speed (rpm) BMW 530d. All the engines found in BMW Authority Vehicles are economical with fuel, yet still produce copious amounts of power. A particularly impressive example is the BMW TwinPower Turbo six-cylinder in-line diesel engine of the BMW 530d. This highly responsive engine makes extensive use of aluminium to minimize weight, and is fitted with a maintenance-free particulate filter. Rear-wheel drive. Performance and precision: the qualities that the emergency services need to succeed are also the qualities that define a BMW. The rear-wheel drive design is a key element in this. Not only does it help to facilitate an even 50:50 weight distribution, it also ensures the steering is unaffected by the drive train. Integral Active Steering. For more agile handling and increased safety, optional Integral Active Steering adjusts the stiffness of the steering wheel and the steering ratio depending on the vehicle’s speed. This helps to maintain exceptional roadholding through even the toughest sequence of corners. BMW xDrive. 2 This intelligent all-wheel drive system from BMW can handle even the most treacherous road conditions. Whenever xDrive detects any oversteer or understeer, it adjusts the distribution of engine torque between front and rear axles within a fraction of a second to ensure the best possible traction. 1 42 2 The 190-kilowatt (258-horsepower)1 output of the 3.0-litre engine in the BMW 530d Touring powers the car from 0 to 100km/h in 5.9 seconds, while maximum torque of 560 newton-metres ensures it pulls hard right across the rev range. BMW BluePerformance, a technology that significantly reduces nitrogen oxide emissions, is a standard option. Dynamic Stability Control (DSC). Sophisticated sensors continuously monitor the level of grip and intervene as necessary in the engine management and braking systems to maintain optimum roadholding and traction. In this way, DSC ensures drivers can keep complete control of their vehicle even in adverse conditions. Fuel consumption and CO2 emissions depend on the selected wheel and tyre size. For further information please see pages 46-47. Optional on BMW 3 Series, BMW 5 Series and BMW X1, as standard on BMW X3 and BMW X5 xDrive models. The BMW Group has been ranked the most sustainable automotive company worldwide in the Dow Jones Sustainability Index for the eighth time in a row. Sustainability is an integral part of our value chain: from the development of efficient and alternative vehicle concepts to environmentally-friendly production processes and recycling. Our research and development philosophy BMW EfficientDynamics delivers tangible benefits to customers, our climate and the environment. This is reflected in the reduction of CO 2 emissions by more than 30% since 1995 within our European fleet of new cars. But we’re not content to rest there – between 2006 and 2020, we’re aiming to reduce the consumption of resources (such as water and energy) in production by 45% per vehicle. At our engine plant in Steyr, Austria, we’re already one step ahead. Here, we’ve been manufacturing without producing any waste water since 2007. And of course at the end of its long service life, every single vehicle can be easily and economically recycled.
